户籍制度改革是当前社会上一些矛盾的焦点和改革的难点，但户籍改革是我国社会改革的重要组成部分及社会现实的客观需要。各地户籍制度改革模式存在改革方向的趋合理性、政策的多功能性、措施的可操作性、程度的不彻底性的相同点及改革模式因地制宜、政策松紧不一、受众等级分明的不同点，因而要积极推进户籍制度相关法律的建设，加快户籍制度配套社会体制的改革，在坚持渐进式原则中寻求渐进式突破。
戶籍製度改革是噹前社會上一些矛盾的焦點和改革的難點，但戶籍改革是我國社會改革的重要組成部分及社會現實的客觀需要。各地戶籍製度改革模式存在改革方嚮的趨閤理性、政策的多功能性、措施的可操作性、程度的不徹底性的相同點及改革模式因地製宜、政策鬆緊不一、受衆等級分明的不同點，因而要積極推進戶籍製度相關法律的建設，加快戶籍製度配套社會體製的改革，在堅持漸進式原則中尋求漸進式突破。
호적제도개혁시당전사회상일사모순적초점화개혁적난점，단호적개혁시아국사회개혁적중요조성부분급사회현실적객관수요。각지호적제도개혁모식존재개혁방향적추합이성、정책적다공능성、조시적가조작성、정도적불철저성적상동점급개혁모식인지제의、정책송긴불일、수음등급분명적불동점，인이요적겁추진호적제도상관법률적건설，가쾌호적제도배투사회체제적개혁，재견지점진식원칙중심구점진식돌파。
The reform of the household registration system is focus of the contradictions and the difficulty of reform in current society, but the reform of the household registration system is an important part of our social reform and the objective need of social reality. The reform of the household registration system reform mode exists the direction of the rational trend, policy versatility, the operability of measures, the incompleteness degree, the same point and the reform mode suit one's measures to local conditions, policies inconsistent, audience hierarchical differences, thus to promote the construction of the relevant laws of the household registration system, quicken the reform of census register the supporting system of social system, seek incremental breakthrough in adhering to the progressive principle.
