针对配电网中分布式电源渗透率逐渐提高、有功和无功资源规划分开进行的现状,提出了将配电网中能够提供有功或无功功率的电源统称为广义电源的概念。考虑时序性和随机性,对不可控的风力、光伏和负荷建立了分时段多状态模型。以高于置信水平的年费用和运行费用最小分别为上、下层规划目标函数,建立了基于机会约束规划的二层规划模型,考虑了分布式电源的无功调节能力以及运行中电源出力随负荷变化的调整,使配电网损耗、电压等指标和目标函数计算更准确。采用分段二进制编码方式和精英保留策略遗传算法对二层模型求解。算例结果表明,有功和无功资源综合配置有利于提高资源利用率,减少年费用;考虑分布式电源无功出力能够充分发挥分布式电源无功控制作用,保证配电网经济安全运行。

In view of the gradual increase of penetration of distributed generators (DG) and separate planning of active power and reactive power,the concept of generalized power sources is proposed to name all power sources in the distribution network capable of supplying active power or reactive power.Considering the time-sequence characteristic and randomness of load and uncontrollable wind power and photovoltaic factor, a multistate model with time-sequence is developed. A bi-level programming model adopting the chance constrained programming is proposed,which considers the reactive regulating ability of DG and adj ustment of generalized power sources with load varying during operation,so that the calculation of the obj ective function and indices of network loss and voltage is accurate.The model takes the minimum annual cost and minimum annual operation cost above the confidence level as the upper and lower level planning obj ective function,respectively.The elitist strategy genetic algorithm based on segmented chromosome coding is applied for solving the bi-level programming model.The simulation results of an example show that comprehensively optimal configuration of active and reactive power sources can improve resource availability of the distribution network,meanwhile adj ustment of DG reactive output can make full use of its reactive potential.The method considering DG reactive power can play a role in DG reactive control and guarantee the economical and safe operation of distribution networks.
