当前土地卫片执法检查的任务主要是针对新增建设用地中的违法用地，其他破坏耕地和基本农田的行为游离于土地卫片执法检查之外。针对土地用途实行差别化的土地卫片执法检查：对于基本农田地块，将变化图斑类型分为占用基本农田进行明显建设和其他耕作层破坏两大类，其他耕作层破坏再细化为三类；对于非基本农田的耕地地块，根据耕作层破坏形式的不同，将变化图斑类型分为占用耕地进行明显建设和其他耕作层破坏两大类，其他耕作层破坏又细化为三类；对于非耕农用地及未利用地的地块，采取遥感影像上显示有明显建设迹象为变化提取标准，对于刚刚开始土地平整、临时堆物等尚未有实质性建设而不能断定为新增建设用地变化的情况，可不予提取。

At present, the major task for land satellite image law-enforcement inspection is aimed at illegal use of land in newly-added construction land;while the other destruction of arable land and basic farmland are free from land satellite image law-enforcement inspection. This paper offers that we should carry out differential land satellite image law-enforcement inspection for land use. The speciifc methods are:for basic farmland plot, we can divide change pattern spots into occupying basic farmland to conduct signiifcant construction and other plough layer destruction;and then other plough layer destruction can be broken down into three categories. For cultivated land plots which is not basic farmland, we can divide the change pattern spots into the above two categories according to different damaged patterns of arable layer. For agricultural land which is non-arable land and unused land, we can extract the standard according to the signs of construction which is shown on the remote sensing image. As for the land which is just getting started in land leveling and temporary piled up, which have not yet been the substantial construction and cannot be expected to newly-added construction land, we cannot extract the standard.
