为了使油茶在信阳顺利推广，在对信阳油茶种植加工情况和现有林地资源充分调查的基础上，从推广原则、发展目标、推广方案及推广保障措施4个方面综述了信阳市油茶规划推广方式，即根据销售量确定种植品种，以市场为导向，以种植技术为基础，以农机推广机构为依托，以资金筹措为保障。
