筹资功能是教育财政的首要功能，研究普通高中教育财政筹资效率，可以从源头上探寻我国普通高中教育财政问题。运用三维立体容积分析法对我国东、中、西部地区普通高中教育财政筹资效率进行对比分析发现：我国普通高中教育财政筹资效率总体不高，区域之间筹资效率差异大，中部地区存在较大塌陷。要从整体上提高我国普通高中教育财政筹资效率，需要加大财政对中、西部地区普通高中的投入；调动市场投入的热情；完善相关政策制度，鼓励社会资金投入。

The fund-raising function is the primary function of education finance, so studying the efficiency of education finance fund-raising of high school can help us explore the source of the problem of high education finance. Using three-dimensional volumetric method to analyse secondary education finance's fund-raising efficiency of China's eastern, central and western regions, we find the problems are as followed:uneven regional government investment and a big collapse in central region; low market cost-sharing, especially the low economic level leading to lack of market-sharing in western region; a serious lack of the third sector' investment in eastern, central and western regions. To solve these problems, we should increase government investment to central and western regions, mobilize market to invest in high school, improve relevant policies to encourage the third sector's investment.
