制度是重要的。中国35年的改革表明，制度变迁给国民带来了巨大的红利，而民营经济制度和民企融资制度的变迁对中国经济的影响是世人瞩目的，呈现出中国的制度改革特色。中国始于计划经济制度的民营经济制度及其民企融资制度创新可分为三个阶段，不同阶段有不同特点，两者既有共性又有各自的差异性：在制度变迁方向上，两者体现出一致的渐进式市场化取向；在制度变迁方式上，体现出相同的由政府转向市场之趋势；在制度变迁的不同地区，呈现出空间差异性；在制度变迁的过程与效果上，融资制度与经济制度相比呈现出滞后性和不一致性。

The institution is important,and China′s reform for 35 years show that the institution-al change has brought the huge bonuses to citizens,and the impact of changes in the private econ-omy and private enterprises financing system for Chinese economy is remarkable,showing the characteristics of the reform of the system Chinese.Chinese private economic system and private enterprises financing system innovation which began in the era of planned economic system can be divided into three phases that have both similarities and differences:in the direction of institu-tional change,which reflects the gradual market-oriented;in the way of institutional change, which embodies the same trend from the government to the market;in different regions of the system change,which shows the spatial difference;in the process and effect of institutional change,financial system and economic system shows a lagging and inconsistency.
