义务教育作为基础教育的重中之重，已成为我国基础教育改革的关键阶段。在追求教育均衡发展的背景下，重新在制度视阈下从教育法、二元户籍制度、以县为主的义务教育发展体制和教师聘任制度等方面分析城乡教育一体化的障碍，有利于更加全面地认识当前教育存在的问题；更有利于针对问题，从教育资源优化配置和投入模式改革等方面提出重构措施，促进区域义务教育实现均衡的城乡一体化发展。
義務教育作為基礎教育的重中之重，已成為我國基礎教育改革的關鍵階段。在追求教育均衡髮展的揹景下，重新在製度視閾下從教育法、二元戶籍製度、以縣為主的義務教育髮展體製和教師聘任製度等方麵分析城鄉教育一體化的障礙，有利于更加全麵地認識噹前教育存在的問題；更有利于針對問題，從教育資源優化配置和投入模式改革等方麵提齣重構措施，促進區域義務教育實現均衡的城鄉一體化髮展。
의무교육작위기출교육적중중지중，이성위아국기출교육개혁적관건계단。재추구교육균형발전적배경하，중신재제도시역하종교육법、이원호적제도、이현위주적의무교육발전체제화교사빙임제도등방면분석성향교육일체화적장애，유리우경가전면지인식당전교육존재적문제；경유리우침대문제，종교육자원우화배치화투입모식개혁등방면제출중구조시，촉진구역의무교육실현균형적성향일체화발전。
Compulsory education, as the pinnacle of basic education, has become a critical stage of basic education reform in our country. In the pursuit of education under the background of the balanced development, the analysis on barriers of the integration of urban and rural education under the perspective of system from the aspects such as education law, the binary household registration system, county-based system of compulsory education development and the teacher appointment system is conducive to a more comprehensive understanding of the present situation of education. It's more conducive to put forward reconstruction measures from the aspects such as the education resource optimal allocation and input mode reform according to the existed problems so as to promote regional compulsory education to achieve a balanced development of compulsory education in urban and rural areas.
