研究目的:以新疆准噶尔盆地油气项目土地复垦为例,辨识影响土地复垦绩效因素,构建油气项目土地复垦绩效评价指标体系,为油气项目土地复垦绩效评价提供参考。研究方法:层次分析法和三角模糊数。研究结果:提出了可以对土地复垦项目绩效进行多准则实时评价的三角模糊层次法模型,并引入三角模糊数对各个指标进行两两比较以获得指标权重,从而能够处理评价时的模糊性问题。研究结论:研究提出的方法可以作为评价油气项目土地复垦绩效的有效工具,提高土地复垦绩效评价结果的客观性和科学性。

The purpose of this study is to identify the key factors that influence performance of land reclamation project and to develop a system of indices for measuring performance of land reclamation project in oil & gas exploitation project of Junggar Basin, Xinjiang. Methods employed include AHP and Triangular fuzzy numbers. The results showed that: 1) a triangular fuzzy AHP approach is proposed to evaluate the performance of land reclamation project that allows both multi-criteria and simultaneous evaluation; 2) the proposed method is capable of capturing a human’s appraisal of ambiguity by using the triangular fuzzy numbers as a pairwise comparison scale for deriving the weight s of factors and sub-factors. It is shown that the method can be an effective tool to evaluate performance of land reclamation in oil & gas exploitation project, improve the objectivity and science of the assessment. The results can be enrich the land reclamation project performance evaluation research, and reference for performance evaluation of the similar land reclamation project in oil & gas exploitation project.
