朔州市是传统的奶牛养殖区，有30多年饲养奶牛的历史，同时又是山西省的奶牛优势产区。2012年底，朔州市奶牛存栏达17.5万头，占全省总量的1/2，鲜奶产量占全省的62%，乳品业在全省形成一强。奶业已经成为朔州市农村经济的主导产业和农民增收的主要渠道，成为全市农村全面实现小康、建设社会主义新农村、构建和谐社会的重要支撑。
