本案例分析了淄博市博山区烟草专卖局烟草市场监管的现状；并从人员素质、外部环境因素、办案条件、管理协调机制等方面探讨了影响涉烟情报信息有效利用率的原因，研究了影响烟草市场监管创新的主要制约因素；利用鱼骨图，找到了创新烟草市场监管的对策，市场监管创新效果显著，普通涉烟情报信息效能和有价值涉烟情报信息效能均有较大改善，给各级管理者不无启迪。

This case analyzed the status of tobacco market regulation of Zibo Boshan Tobacco Monopoly Bureau, and discussed the reasons affecting the effective utilization of tobacco information in the following aspects: quality of personnel, external environmental factors, investigators conditions, management coordination mechanisms etc. It studied the major constraints affecting the tobacco market supervision innovation, and uses the fishbone diagram to find the countermeasures to innovate the tobacco market regulation. Market supervision innovation achieved significant results, the performance of ordinary intelligence information involving cigarette smoke and valuable intelligence information related performance were greatly improved, it gives inspiration to the managers at all levels.
