科技创新失败项目客观存在，但给企业和社会带来了巨大的损失，为了鼓励企业再创新行为，政府对科技创新失败项目的补偿是必要而迫切的。在探讨创新补贴与创新失败补偿关系的基础上，从社会福利的角度分析了政府给予企业科技创新失败项目资金补偿的必要性，发现政府资金对创新失败项目的补偿效用与企业自身的创新能力有关，并在此基础上进一步分析社会福利最大时的政府资金最优补偿系数，为政府进行资金补偿提供决策依据。

There are science and technology innovation failed projects objectively, which cause huge losses for the enterprises and society. In order to encourage enterprise's re-innovation behavior, it is urgent and necessary for gov-ernment to compensate the science and technology innovation failed projects. On the basis of discussing the rela-tions between innovation subsidies and innovation failure compensation, from the perspective of social welfare, this paper analyzes the necessity of government financial compensation to science and technology innovation failed projects and finds its effectiveness related to the innovation ability of enterprise. Furthermore, the paper further an-alyzes the optimal compensation coefficient when the social welfare of enterprise's re-innovation as it receives gov-ernment financial compensation is the largest, and provides decision-making basis for government financial compen-sation.
