防震减灾网站建设的目的是为了使人们了解在地震中正确的逃生手段与方法，并将一些优秀的防震减灾的教学资源以网站的形式向外开放，实现共享。防震减灾网站设计不仅直接影响防震减灾信息资源的共享，同时也是防震减灾建设工作的重要内容。在网上调研等方式的基础上，分析了目前防震减灾网站建设中存在的一些问题，提出了网站的设计原则，并结合认知学习理论与虚拟现实技术进行了系统归纳，较系统地给出了防震减灾网站设计的思路。
