Using idle funds of Housing Accumulation Fund to construct affordable housing ,can alleviate the fund pressure on affordable housing construction effectively ,as well as increase incremental benefit of Housing Accumulation Fund ,finally ,achieve win-win result .However ,in the process of using Housing Fund ,it is possible that various kinds of risk may occur and affect the system operation .T his article ana-lyzes the risks that may appear in every phase ,and puts forward the rational methods .Such proposals can reduce capital risk of Housing Accumulation Fund effectively ,guarantee the system of using the idle funds to construct affordable housing to run smoothly .
