文章运用我国工业行业中33个大中型企业2001-2010年的面板数据，以要素密集度为基准对行业进行分组，从激励性、适度性和稳定性三个维度综合测度了政府R&D资助对不同工业行业的效果，并探析了其效果差异的成因。研究结果表明，政府R&D资助的激励性是以适度性和稳定性为前提的，并且具有时滞效应；政府R&D资助对资本密集型行业和技术密集型行业的激励性最强，对资源密集型和劳动密集型行业的激励性较弱；各行业的资助力度都没有跨过最优资助水平。

T his paper uses the panel data of large or medium industry enterprise in 33 industrial trades in China ,and presents a comprehensive effect measurement of fiscal R&D subsidies from three dimensions of incentive ,appropriateness and stability ,coupled with a cause analysis of effect difference .The empirical results indicate that the incentive of fiscal R&D subsidies is based on its appropriateness and stability ,and has the characteristic of time-delay ;the incentive of fiscal R&D subsidies is significant in the capital and technique intensive industries compared with others ,while relatively weak in the resource intensive and la-bor intensive industries ;and the fiscal R&D subsidies have not passed the optimal level in all industries .
