新一轮土地整治的理念从单纯的农地整理向全面综合整治转变,其中包括整理城镇的推进。目前城镇建设用地整治工作刚刚起步,对城镇建设用地整治潜力的研究较少,尝试从提高土地生产性、保持土地生产稳定性、保证经济可行性、提高资源环境保护和保证社会可接受性等方面,选取13个评价因子,建立城镇建设用地整治潜力评价模型,然后采用GIS与模糊层次分析法(FAHP),定量、定性的进行城镇建设用地整治潜力评价,最后以常州市武进区进行验证。评价结果与实际吻合,表明城镇建设用地整治潜力评价模型合理,模糊层次分析法用于城镇建设用地整治潜力评价科学可行。

The idea of a new round of land consolidation changed from a purely agricultural land consoli -dation to the idea of a comprehensive and integrated remediation ,which includes finishing town .And now this work is just at the beginning .There are few even no studies on remediation potential of urban construction land . From improvement of land productivity ,maintenance of the stability of land productivity ,assurance of the eco-nomic viability ,improvement of the protection of resources and environment ,assurance of social acceptability , etc.,13 evaluation factors were chosen to establish the evaluation model for the remediation potential of urban construction land .GIS and Fuzzy analytic hierarchy process was used to evaluate the remediation potential of urban construction land remediation potential quantitatively and quatitatively .Then taking Wujin District Chan-gzhou City as an example the model was verified .The evaluation results coincided with the practical condition , which shows that the model for assessment of the remdiation potential of urban construction land is reasonable and the fuzzy analytic hierarchy process ( FAHP ) used for the evaluation of the remediation potential of urban construction land is scientific and feasible .
