对论文收取数目不等的版面费，是我国绝大多数科技期刊近年来的铁律。我国的有关部门应该对期刊收取版面费，予以规范，对不同的作者应该根据其具体情况区别对待，如对于没有经济来源的学生或下岗工人应该免收，对于没有科研经费的作者也应该少收甚至不收。此外，有关管理部门还可以规定期刊的级别，规定不同期刊收费的标准。
