基于网络舆情监测预警的现实需要，构建网络舆情潜在影响力指标体系，设计潜在影响力计算模型，对探讨网络舆论的潜在影响有一定的现实意义。从传播媒体、传播范围、传播速度、情绪倾向程度及相关度等方面对舆情潜在影响力进行探索。设计了指标量化及量化值标准化计算公式，运用层次分析法计算出指标体系各因子的权重系数，进而构造出潜在影响力多指标综合评价模型。经实证分析发现，通过该评价指标体系及计算模型得出的潜在影响力评分结果准确合理，具有一定的预警意义。

Challenged by the demand of network public opinion monitoring and early warning, constructing the network opinion potential influence index system and designing the potential influence calculation model have certain practical significance to exploring the potential influence of the network public opinions. This paper explores the potential influence of public opinions from the aspects of media, commu-nication range, spread speed, emotional tendency and related degree. Based on the designing of the index quantification and the standard formula for the calculation of quantified value and applying the AHP method to calculate the weight coefficient of each factor of the index system, a multi-index comprehensive evaluation model of the potential influence measurement is constructed. The empirical analysis shows that the potential influence score results of the evaluation index system and calculation model are accurate and reasonable, with cer-tain early warning significance.
