运行机制为知识治理视域下的竞争情报协同的实施提供支持和引导。保障机制是为保障知识治理视域下的竞争情报协同的顺利实施而采用的方式方法。在运行机制中，针对竞争情报协同中的行为过程、行为结果及两者综合提出了激励机制；针对竞争情报任务内和任务间的交叉提出协调机制；针对有形资产和无形资产的划分提出共享机制。在保障机制中，针对认知者的不同层面提出相应的学习机制；针对协同中各要素间的关系提出互补机制；针对协同风险提出控制机制。为了实施的顺利进展，从引入阶段、实施阶段和度量阶段提供了对策和建议。

Operating mechanism provides support and guidance for implementation of competitive intelligence collaboration based on knowledge governance, whose smooth implementation is ensured by guarantee mechanism using various methods. Concerning operating mechanism, a prompting mechanism is advanced in the light of the process, behavior of competitive intelligence collaboration and their in-teraction; a coordinating mechanism is proposed in view of the cross sections within and in-between the competitive intelligence task;and a sharing mechanism is put forward in connection with the classification of the tangible and intangible assets. As for the guarantee mecha-nism, a corresponding learning mechanism in accordance with the different levels of the cognitive ability is suggested; a complementary mechanism is given in view of the relationships among the elements in competitive intelligence collaboration;and a control mechanism is proposed in response to the possible collaboration risks involved. To facilitate the smooth implementation of competitive intelligence col-laboration, detailed suggestions and countermeasures are presented going through the whole process of collaboration from the introduction stage, implementation stage, to the measurement phase at last.
