党的十八大报告指出，“要始终把改革创新精神贯彻到治国理政各个环节”“要求我们以改革创新精神全面推进党的建设新的伟大工程”。加强和改进大学生党员发展工作，不断提高学生党员发展质量，是高校党组织建设的一项重要任务。本文以案例的方式，从实施的过程与方法、效果评价与经验启示方面，就近年来北京工业大学建筑与城市规划学院学生基层党支部在校院两级党组织的指导下，推进党支部发展党员工作机制创新、激发党支部自身活力，进行一系列积极地探索与研究分析，为新时期提高高校学生党员发展的质量提供了有益尝试。
