诉讼卷宗全面反映案件的实体性事实和程序性事实，检察院、法院主要基于对诉讼卷宗所反映的证据内容来判断证据是否“确实充分、达到排除合理怀疑”之标准，从诉讼文书的内容、形式所体现的证据获取方式来判断证据的搜集是否合法。诉讼卷宗是侦查机关侦查工作质量与效率的全面反映，是侦查人员基本功的体现，因此作为公安人才培养基地的学院应该探索多种途径、多种教学方法、训练方法提高学生制作高质量诉讼卷宗的能力。

Litigation dossiers fully reflect the substantive facts and procedural facts of the case, and procuratorates and courts, main-ly based on the evidence reflected by litigation dossiers, deter-mine whether the evidence conforms to the standard of"accuracy and adequacy and eliminating reasonable doubts", and judge the legality of evidence collection through the ways of getting the evi-dence reflected by the contents and forms of litigation dossiers. The litigation dossier is a full reflection of the quality and effi-ciency of the detective work, and an embodiment of investigators' basic skills, so colleges of public security personnel training bases should explore a variety of ways, teaching methods and training methods to improve students' ability of making high-quality litigation dossiers.
