结合广东省战略性新兴产业的发展与产业转型升级的需要，整合各类创新资源，积极支持和引导创新要素向高新区企业集聚，面向高新区构建以“政产学研用协同创新网络平台（社区）”为“主体”，“创新资源信息整合平台”和“创新主体的信息化服务平台”为“两翼”的公共服务平台。平台采用云计算模式，形成一个协同创新的社区云，为高新区内的企业提供按需自助的创新云服务。
