经费制约、知识版权制约、协作共享机制不健全是实现泛在知识环境的障碍。可以通过实行政府主导和云参与的方式，平衡知识产权与知识共享，完善协作共享机制，创新图书馆的服务模式，加强泛在知识环境的建设，推动图书馆的发展，进行知识服务创新。

Restrictions on funds and intellectual copyright, imperfect mechanisms of cooperation and information sharing are the barriers in realization of ubiquitous knowledge environment .Knowledge service should be innovated by balancing the intellectual property and knowledge sharing , perfecting the mechanisms of cooperation and infor-mation sharing, establishing the novel library service model, and enforcing the construction of ubiquitous knowledge environment in the way of government dominance and cloud participation , which can thus promote the development of library.
