戊戌政变后，张荫桓的被捕发配，更多的是因其人物性格、做事风格等缺陷，所招致的朝野上下长期以来对其的普遍不满和多次参劾。在变法过程中，张荫桓对变法的积极支持态度，及其在翁同被罢免以后在变法过程中不自觉地扮演的实权派支持者角色，无异于雪上加霜，让反对变法者在无法表示对光绪帝的反对时，不约而同地将憎恨集中到了其头上。由此，在政变后，将张荫桓逮捕发配便成为慈禧顺从社会舆论，以求顺利进行善后工作的一个策略而已。
