为有效提升配电网运维管控能力和供电服务水平,针对目前电能质量掌控不及时、治理辅助决策工具缺乏等实际问题,利用计算机、监控、通信等先进适用技术,实现电能质量的综合分析与决策控制。基于配电网智能化技术应用与建设差异,提出了2种典型配电网电能质量智能监控方案;给出了配电网电能质量问题分层判断方法与策略;利用前推回代潮流算法,实现了在线治理仿真功能,并给出优化决策方案,为配电网规划、设计与建设改造提供事实依据。研发的平台系统在多个试点工程得到实际应用,验证了其良好的运行稳定性和功能完善性。

To enhance the capability of operation, management and control for distribution network, in allusion to actual difficulties as not timely power quality management and lack of auxiliary decision-making tool for the management, based on the advanced appropriate technologies such as computer, monitoring and communication and so on the synthetical analysis and decision-making for power quality control is implemented. According to the difference in the application of intelligent technology in distribution network and that in the construction of distribution network, two typical intelligent power quality monitoring schemes for distribution network are proposed; the hierarchical judgment method and strategy for power quality in distribution network are given; and combined Newton-Raphson method with forward- backward sweep method, the on-line management and simulation function is realized and the optimized decision-making scheme is given to offer factual basis for the planning, design, construction and renovation of distribution network. The developed platform system is actually applied in many pilot projects and its operational stability and perfect function are validated.
