为了保证研究型中医院各项来源的科研经费科学、合理、规范与高效的使用，进一步改善科研经费的管理方式，以适应研究型中医院建设的需要，经对近年来医院科研经费投入情况的分析和对科研人员问卷调查结果的统计，表明研究型中医院具有投入日益加大、来源渠道呈现多元化和复杂化、前期预算编制难度增加以及需要复合型人才共同参与管理的特点，应通过准确编制预算、简化报销流程、开展绩效评价并合理利用结余经费等管理方式，支持和保障研究型医院的创建和发展。

In order to guarantee the scientific, rational, standardized and efficient use of research funding in research-oriented Hospital of Traditional Chinese Medicine(TCM), to further improve the management method of research funding to meet the needs of building research-oriented hospitals. Through the analysis of scientific funding investment situation and the summary of research staff statistical survey results in recent years, it indicates that research-oriented hospitals of TCM have wide investment, which are sources diversified and complex, with budgeting more difficult. It needs the participation of interdisciplinary talent in management. Accurate budgeting, simple reimbursement process, the rational use of funds balances management and performance evaluation are needed to support and security research-oriented hospitals in the creation and development.
