文中结合移动智能终端在海事信息化系统中的探索和尝试，通过研究分析由上海海事局2013年新录用人员（小海狮）自主开发的“小海狮学堂”海事知识学习测验软件，探讨通过利用移动智能终端，提升海事人员工作和学习效率的方法，创新服务相对人的新途径。

This paper, on the base of the new try of smart mobile terminal in maritime information system and the analysis of“sea lion school” maritime knowledge study and test software developed by the 2013 new recruitment of Shanghai MSA (sea lion), discusses the new approach to promote working and study efficiency of the maritime personnel and innovate service to the counterpart by using the smart mobile terminal.
