随着社会转型的逐步深入，我国已经进入了风险社会。作为风险的实践性后果，诸多危机相互交织，呈现出不确定性、复杂性等特点，城市公共危机治理遇到前所未有的挑战。文章以社会资本理论为分析视角，探讨城市公共危机治理中社会资本的功能，在分析公共危机治理中整合社会资本面临的困境基础上，探寻城市公共危机治理的路径。

With the gradual deepening of social transformation,China has entered a risk society. As a practical consequence of risk, many crises are intertwined, showing uncertainty,complexity, and other characteristics. Urban public crisis management encountered unprecedented challenges. From the perspective of social capital theory,the paper explores the city public crisis governance functions of social capital,integrating social capital dilemma with the analysis of public crisis management,to explore the path of urban public crisis management.
