河北省在“十二五”规划中提出建设冀中南经济区，以带动区域经济均衡发展，打造河北省新的经济增长极。冀中南四市地理上紧密联系，经济发展模式相近，经济生产总值具有一定规模，更有便捷的交通使其连为一体。但是，冀中南作为一个经济区域来说，从生产力优化配置、发展特色产业、发挥资源优势以及对人才尤其是高校人才的利用方面还存在着一些问题，限制了区域经济发展的活力。通过对国内外高校人才集聚效应推动区域经济发展的先进经验的研究，针对冀中南的经济发展现状，提出了如何有效利用高校人才集聚效应助推其发展的对策。

In its Twelfth Five Year Plan, Hebei province came up with the idea of developing its central and southern area. It aims to promote the balanced development of different regions as well as creating new economic growth poles in the whole province. The four cities concerned Shijiazhuang, Handan, Xingtai, Hengshui are closely related in both geography and economic development patterns. They have pretty good economic basis and are interrelated through convenient transportation. However, as an economic region, those four cities in this area also have some weaknesses in terms of optimizing productive force, developing characteristic industries, making use of re-sources, especially taking advantage of university talents. All those problems have restricted the robust economic development of this re-gion. This paper studies successful examples of regional economic development propelled by the effect of university talents accumulation at home and abroad, through which strategies are proposed to promote the economic development of Hebei central and southern area.
