    碳排放管控制度、配额管理制度、抵消制度、交易制度和第三方核查制度是《深圳经济特区碳排放管理若干规定》的基本制度。深圳市与国内其它碳排放权交易试点的相关规定相比较，其进步主要体现在：“四种类型、三个板块”的独特交易体系的设计，企业碳排放核查制度的开启，初始分配方式的灵活化，政府对碳排放市场价格的调控。但在交易主体的界定以及无偿分配的配额量方面还是存在着一定的缺陷。
    탄배방관공제도、배액관리제도、저소제도、교역제도화제삼방핵사제도시《심수경제특구탄배방관리약간규정》적기본제도。심수시여국내기타탄배방권교역시점적상관규정상비교，기진보주요체현재：“사충류형、삼개판괴”적독특교역체계적설계，기업탄배방핵사제도적개계，초시분배방식적령활화，정부대탄배방시장개격적조공。단재교역주체적계정이급무상분배적배액량방면환시존재착일정적결함。
    Carbon emissions control system, quota management system, offset system, trading system and verification system under the third party are the basic systems of “Some Provisions of Carbon Emissions Management in Shenzhen Special Economic Zone”. These Provisions bring progress for carbon emission trading compared with other trading pilots in China. However, there are still some problems need to be solved on the definition of the subject of transaction and free distribution of quota.
