Currently, a large number of non-permanent staff is employed in public hospitals. It is an important issue for the human resource management department in hospital to manage the non-permanent staff standardly and efficiently as well as encourage them to seek common development with the hospitals in the binary structure of human resources compiled with permanent and non-permanent staff.
