我国保障性住房项目进入大规模建设与竣工阶段，但总体上我国住房保障工作仍处于探索阶段。保障房建设管理实践中出现的诸多问题亟需评价、总结与改进，但受配套制度建设滞后、评价标准复杂、评价主体选择困境等因素制约，未能有效开展。保障房项目后评价应该着眼于过程绩效，指标体系的构建从保障公平过程与建设过程两个方面入手，对制度效率、公平目标、建设管理过程、后续管理等方面进行全过程动态评价。

China’s affordable housing project is undergoing a massive construction and completion stage,but sill in the exploratory stage on the whole.Many problems need to be summarized、evaluated and improved in the housing construction practice and management.But by the supporting system construction lag,the complexity of the evaluation standard,and the chose dilemma of evaluation subjective,the project post evaluation of the affordable housing has failed to effectively carry out.Affordable housing project post evaluation should focus on the process performance,and the evaluation index system should include the process of guarantee fair and construction.Affordable housing project post evaluation should be carried out during the whole process of dynamic evaluation of system efficiency,equity,construction management,follow-up management.
