The Northeast Old Industrial Base will not be prosperous without the demand of talents. As is known, Open University has its own characteristics of openness, flexibility, popularity, systematization, and resource sharings. It is no doubt that such features have significantly influenced in developing the Northeast Old Industrial Base. In order to establish the Northeast Old Industrial Base in the long run, we should make the best use of such merits,such as developing and introducing high-quality educational resources both at home and abroad, the integrated superiority,the development of economic areas in one city(county) via supporting industry, the high-quality learning support services with diversification and individuation. Therefore, the system of open universities can actually play a very important role in the process of vitalizing the Northeast Old Industrial Base.
