在工业化与城镇化推进过程中，出现了新的闲散青少年问题，怎样处理好此类问题，关乎个人发展、家庭和睦及社会稳定。与大多数闲散青年出现于贫困家庭之中不同，南海的闲散青年大多产生于村居股份分配高，且有一定物业出租收入的家庭，被称为“食红族”。调查表明，南海新兴产业对有大专和高职学历的人才需求激增，而外地人力资源流入却逐年减少，为满足南海日益增长的现代城市服务业、都市型产业、先进制造业的人力资源需求，必须大力提高对本地劳动力的学历和技能的培养。南海广播电视大学基于配合政府化解社会问题的需求和增加本地大专、高职技能型人才供给的需求，启动了“一户一名大学生工程”，为社会闲散青年打造了求知之课堂。
