对湖南省泸溪县农村土地流转情况的调查研究表明，目前农村土地流转规模逐年扩大，且逐渐向大户流转和集中连片流转方向发展，但也存在农民自主流转意识不强、流转体制不健全、流转不规范、渠道不畅通、土地流转后缺乏管理等诸多问题，为此提出了加强对农民的舆论宣传、完善流转体制、依法规范流转以及创新流转形式、改善农村社会保障，以促进土地自由、合理流转的对策建议。

The investigation of rural land circulation in Luxi County of Hunan Province indicated that at present, the scale of rural land circulation has been expanded gradually, and the land circulation had tended to large scale contracted farmers and centralized and large scale circulation, but there were also some problems such as weak circulation consciousness of farmers, unperfected circulation system, non-standard circulation, blocked channel, and lacking management after land circulation. Therefore, some countermeasures and suggestions were put forward according to the problems, including strengthening publicity for farmers, perfecting circulation system, standardized circulation according to law, innovation of circulation form, and improving rural society assurance.
