以我国2005-2012年颁布的48份知识产权服务相关政策为样本,用内容分析法,对相关政策按政策级别、政策所作用的层面以及政策的功能属性建立了分析维度。分析了知识产权服务的政策所存在的问题,表现在政策效力等级整体上与作用层面不相适应;知识产权服务针对性政策数量不足,缺乏可操作性;专利政策与国家经济科技政策的衔接不够紧密。分析了知识产权服务政策制定所出现的良性态势,表现在战略性新兴产业知识产权服务政策日益受重视;科技政策与产业政策协同发展;企业知识产权服务政策向体系化和结构合理化迈进。并提出了政策制定的建议,发挥政府的主导作用,力避政策结构失衡;提高各省市的具体政策措施数量和质量;提高人才政策制定的指向性和针对性。

Taking 48 policies of IP services issued between 2005-2012 as a sample in China, using content analysis, the authority has established the analyzing dimension according to the policies of relevant levels , the contributing roles and the func-tional attributes. The existing problems of policies in IP services are shown below: the incompatibility between the overall and operational level for the policy effectiveness, the insufficiency of targeted IP services policies and the lack of operability, the loose link between the patent policy and national policy of economy and S&T. While , the positive trend of policy-making for IP services policies is in progressing, such as the increasing attention by the government about the importance of IP services policies in stra-tegic emerging industries, the synergy of S&T policy and industrial policy, the systematization and structural rationalization of IP services policies. Some suggestions for policymaking are provided , such as playing leading role of government and avoiding policy configuration imbalance, improving the quantity and quality of the specific policy measures in every province, enhancing the ori-entation and pertinence of HR policies.
