“十二五”时期，陕西省委省政府提出了陕南循环发展的区域经济社会发展战略，这是对陕南未来经济社会发展的准确把握和科学定位。循环发展是经济发展方式的根本性转变，涉及理念的变革、模式的转型、路径的创新，是一种综合性、系统性、战略性的转变。思想是行动的先导，思想认识是基础，观念转变是根本，在推进陕南循环发展过程中，必须注重思想解放和观念更新，重视循环发展中思想动力机制的形成与完善。政府决心、企业责任和群众意识是推进陕南循环发展的三大思想动力。

In the process of promoting circulation de-velopment in southern Shaanxi, we must pay attention to the thought liberation and updating conception as well as attaching great impor-tance to the cycle development of dynamic mechanism.
