我国残疾人康复服务还存在供给和需求的矛盾。康复服务体系建设不完善，康复服务供给不足；政府投入和医疗保障制度对康复服务的保障相对不足，导致残疾人需求满足能力较弱。建议尽快出台康复服务相关行政法规，进一步完善法规体系；鼓励和支持康复服务业发展，增加康复服务供给；建立完善的康复投入机制，加大康复经费投入和提高使用效率；建立残疾人康复服务信息管理系统，加强残疾人康复需求管理；扩大医保报销范围和提高报销比例，加强社会保障力度。

Rehabilitation services are quite important for the disabled. However, there is contradiction between supply and demand of rehabilitation services in China, that is the rehabilitation service system is lagging behind the demands, and public input and social security are not enough to meet the demands of rehabilitation services from the disabled. In order to improve the ability of rehabilitation services, several suggestions are given here. First, it is necessary to introduce an administrative regulation on rehabilitation services as soon as possible. Second, some approaches must be taken to support and encourage the industry development of rehabilitation service so as to increase the services supply. Third, a more perfect input mechanism on rehabilitation services must be established to improve the intensity and efficiency of fund investment. Fourth, an information system is needed to strengthen the management of rehabilitation demand of the disabled. Last, the reimbursement scope and proportion for rehabilitation services should be expanded to improve the potency of social security.
