To improve the social security management system and management service system is one of the most importance areas in social security system reform, which were proposed in the Third Plenary Session of the 18th CPC Central Committee. To achieve these goals, the system, mechanism, management mode, management structure and management methods, which are not suitable to set up a fair and sustainable social security system must be reformed, therefore to make the whole social security management modernization.
