随着“十城千辆”示范推广工程、《新能源汽车财政补助资金管理办法》《汽车产业调整和振兴规划》，以及2010年6月颁布的《关于开展私人购买新能源汽车补贴试点的通知》的陆续启动，新能源汽车市场化推广工作全面启动。但截止到2012年年底，我国新能源汽车产销不超过3万台，个人购车量很少。租赁运营是目前解决新能源汽车市场化推广障碍的可行方案，目前北京、杭州、合肥、深圳等试点城市示范推广的成功证明了租赁模式的可行性。文中对租赁运营的各种模式、流程及风险进行了分析，以期对各地新能源汽车示范运营和市场化推广有一定借鉴作用。

Marketization of new energy vehicles have launched in full swing along with the projects :“1000 new energy vehicles in 10 trial cities” ,“Management Methods of Financial Subsidies for New Energy Vehicles” ,“Industrial Adjustment and Rejuvenation Plan for Vehicles Industry” and“Notice on conducting trials of subsidies for purchasing private energy vehicles” released on June ,2010 .None-theless ,not only the manufacturers could produce new energy vehicles are far less than 30 ,000 by the end of 2012 ,but also the individual purchase are sharply below than expectation .T he paper raises an solution of leasing operations ,w hich proved to be a feasible scheme in allusion to the marketing co-nundrum of the new energy vehicles penetration in this paper .Currently ,the promotion cases of new energy vehicles leasing model in Beijing ,Hangzhou ,Hefei ,and Shenzhen illustrated its the success in supporting the feasibility of leasing model .The paper analyzed the alternative modes ,processes ,and risks of operating lease in details ,expecting to be beneficial to trial operation and market promotion of new energy vehicles .
