分析现阶段水利信息化质量管理存在的主要问题，针对这些问题，论述准确界定信息化的功能与发展方向，充分认识质量管理的意义和特殊性，在规划和设计阶段为质量奠定基础，建立健全标准和质量管理制度，进一步落实质量管理责任，加强信息化工程验收管理等提升信息化工程质量管理能力的途径，提出保证施工图设计文件、设备采购、安装调试、软件功能开发等的质量，以及保证质量检验与评定严格规范、保修期和初期运行阶段的质量管理是保证信息化工程施工质量的重点。

The article analyses the main problems existing in the quality management of water resources informatization at present. According to the problems, it discusses the approaches of advancing the quality management ability on informatization engineering, such as defining the function and development direction of informatization accurately, knowing the meaning and specificity of quality management fully, laying a foundation for the quality at the phase of planning and design, building and strengthening standard and quality management system, further making sure quality management responsibility, tightening acceptance management of informatization engineering, and so on. It also puts forward the work emphases of ensuring informatization engineering construction quality, including the quality of construction-map design papers, equipment purchase, installation and shakedown test, software function development, and the quality of strict standard for quality checkout and evaluation, quality management at maintenance period and preliminary running stage.
