根据卓越绩效评价准则,结合测试/校准实验室特点,提出以“五个子系统”和“四个驱动项”为框架,分解战略目标,以测量指标为主线,构建测试/校准实验室卓越绩效综合管理体系。为有效实施该体系,设计测量指标评价体系运行及系统改进流程、绩效测量工作实施流程,建立了创新与改进工作的三维实施模型并提供了活动矩阵。
根據卓越績效評價準則,結閤測試/校準實驗室特點,提齣以“五箇子繫統”和“四箇驅動項”為框架,分解戰略目標,以測量指標為主線,構建測試/校準實驗室卓越績效綜閤管理體繫。為有效實施該體繫,設計測量指標評價體繫運行及繫統改進流程、績效測量工作實施流程,建立瞭創新與改進工作的三維實施模型併提供瞭活動矩陣。
근거탁월적효평개준칙,결합측시/교준실험실특점,제출이“오개자계통”화“사개구동항”위광가,분해전략목표,이측량지표위주선,구건측시/교준실험실탁월적효종합관리체계。위유효실시해체계,설계측량지표평개체계운행급계통개진류정、적효측량공작실시류정,건립료창신여개진공작적삼유실시모형병제공료활동구진。
According to the criteria for performance excellence, considering the characteristics of the test/calibration laboratory, method of how to establish the integrated management system of performance excellence is elaborated. It includes the main idea of structuring a framework including five subsystems and four driving projects, decomposing strategic targets, and regarding the measurement goal as the principal line. In order to implement the integrated management system of performance excellence effectively, the procedure for evaluating the operation of target assessment system, and the implement procedure of performance evaluation is designed. The three-dimensional implementing model for innovating and improving is established, and the flexible matrix is provided also.
