农村宅基地闲置制约我国城乡发展，而宅基地无偿获得的福利性质、缺乏退出和限制流转的宅基地制度、管理主体缺位以及城乡二元制度形成的土地价格差，是其制度约束因素。新型城镇化背景下实现农村宅基地占用与流转制度创新，应变革农村宅基地福利分配制度，建立宅基地流转合作社，发挥地方服务职能，实现城乡居住权统一，并修订与出台相关法律。

The waste and idleness of rural homestead restrict urban and rural development of China. And yet, it is the institutional constraints factors on the welfare nature of free homesteads, and the homestead system of lack of quit and restriction of circulation, and the absence of governing body, China’s urban-rural dual system formed a land price differential. We should change the institutions of dispensing welfare of homestead, and build cooperative of homestead circulation, and exert local service function, realize unification of urban-rural residency rights, and amend the laws, in order to realize institutional innovation on the occupation and circulation of rural homestead in the background of new-type urbanization.
