党的十八大报告提出了“四化同步”，即工业化、城镇化、信息化、农业现代化同步协调有序发展。河南省是农业大省，也是人口大省，近年来由于各种原因耕地面积不断减少，一部分耕地由于建设用地而被大量征用。因此，必须处理好耕地与征地之间的关系，在保护全省耕地资源的前提下加快四化同步协调发展。
黨的十八大報告提齣瞭“四化同步”，即工業化、城鎮化、信息化、農業現代化同步協調有序髮展。河南省是農業大省，也是人口大省，近年來由于各種原因耕地麵積不斷減少，一部分耕地由于建設用地而被大量徵用。因此，必鬚處理好耕地與徵地之間的關繫，在保護全省耕地資源的前提下加快四化同步協調髮展。
당적십팔대보고제출료“사화동보”，즉공업화、성진화、신식화、농업현대화동보협조유서발전。하남성시농업대성，야시인구대성，근년래유우각충원인경지면적불단감소，일부분경지유우건설용지이피대량정용。인차，필수처리호경지여정지지간적관계，재보호전성경지자원적전제하가쾌사화동보협조발전。
The 18th CPC National Congress put forward the“four modernizations synchronization”, refering to the coordinated and orderly development of industrialization, urbanization, agricultural modernization, informationization. Henan province is a big agricultural province, in recent years, whose land areas are decreased due to various causes, and a part of the cultivated land is used for construction. Therefore, we must handle well the relationship between cultivated land and land acquisition, in the premise of protecting the cultivated land resources to accelerate the coordinated development of the four modernizations.
