宁夏奶产业发展面临奶牛饲养管理有待规范、奶业科技水平仍然较低、资源与环境约束日益增大、生鲜乳价格形成机制不合理、生鲜乳质量监管体系不完善和动物疾（疫）病防控形势严峻等因素的挑战。为持续推进奶产业发展需加快奶牛养殖模式创新，推进奶产业集约化发展；强化科技支撑，促进奶产业升级；加强饲草料生产基地建设，保障奶牛高产饲料供给；创建区域性奶业联合会，提高奶产业组织化程度；强化生鲜乳质量安全监管，确保生鲜乳市场安全；完善疫病监控和防疫体系，保障奶产业安全发展。

Various factors challenge the dairy industry in Ningxia, involving the feeding management of dairy cows to be regulated, restriction on resource and environment increasing greatly, unreasonable pricing system on fresh milk, quality regulation to be imperfect and animal disease (epidemic) to be severe. In order to ensure the sustained development on dairy industry of Ningxia, Farming form should be innovated to promote the intensive development of dairy industry; Science and technology support should be strengthened to update dairy industry; the construction of production base on forage should be consolidated to ensure the supply of high yield of forage for dairy cows; Regional unity of dairy industry should be developed to increase the systematization of dairy industry; Quality management on fresh milk should be enhanced to ensure the security of fresh milk market; the system of disease and epidemic prevention should be improved to ensure the safe development of dairy industry.
