资源型城市要实现可持续发展,走低碳之路不失为一种可行的选择。在分析资源型城市向低碳城市转型过程中面临主要5方面障碍的基础上,遵循制定指标体系的相关原则,充分借鉴国内外衡量低碳城市发展水平评价指标体系已有的研究成果,在考虑资源型城市特点的基础上,构建了符合其特点的指标体系。纵向上运用模糊层次分析法计算资源型城市低碳经济发展水平的综合评价指数,横向上运用数据包络分析法比较各资源型城市低碳经济发展水平,最后综合纵向和横向分析结果提出被评价资源型城市发展低碳经济的具体建议,以期为资源型城市发展低碳经济提供参考。
資源型城市要實現可持續髮展,走低碳之路不失為一種可行的選擇。在分析資源型城市嚮低碳城市轉型過程中麵臨主要5方麵障礙的基礎上,遵循製定指標體繫的相關原則,充分藉鑒國內外衡量低碳城市髮展水平評價指標體繫已有的研究成果,在攷慮資源型城市特點的基礎上,構建瞭符閤其特點的指標體繫。縱嚮上運用模糊層次分析法計算資源型城市低碳經濟髮展水平的綜閤評價指數,橫嚮上運用數據包絡分析法比較各資源型城市低碳經濟髮展水平,最後綜閤縱嚮和橫嚮分析結果提齣被評價資源型城市髮展低碳經濟的具體建議,以期為資源型城市髮展低碳經濟提供參攷。

It is an inevitable choice for sustainable development of resource-based city to build a low-carbon city. Based on the analysis of 5 barriers faced in transformation process from resource-based city to low-carbon city Facing the main barriers on the basis of low-carbon urban transformation process in the analysis of resource-based city, following the principle of the scientific, system hierarchy, comprehensive, operability, dynamic guiding, learning from the existing achievements about the evaluation index system of low-carbon city development level, and considering the characteristics of resource-based city, the evaluation index system of development level of low-carbon economy in resource-based cities is constructed from eight aspects. In vertical, the comprehensive evaluation index of the development level of low-carbon economy in resource-based cities are calculated by using fuzzy analytic hierarchy process, and in transverse, low-carbon economy development levels of resource-based cities are compared by using Data Envelopment Analysis, at last, the concrete suggestions for resource-based city to develop low-carbon economy are put forward by combining the analysis result in vertical and transverse in order to provide a reference for the resource-based city to develop low-carbon economy.
