新型农村社会养老保险制度是改善农村老人生活条件，改变城乡二元化结构和实现农村居民老有所养的重大惠农政策。从2009年试点以来，我国新农保保障范围不断扩大。基于对湖南省茶陵县实施新农保试点的调查，发现新农保制度在贫困地区试点中存在着缴费档次低、集体补助缺失、年轻人参保率低和出现退保现象等问题。提出加大对贫困地区新农保的资金支持和宣传力度，制定适合农村居民特点的缴费制度，以提高农村居民参加新农保的积极性。

New rural social endowment insurance system is a significant favorable policy to improve the rural elderly living con -ditions, change the dual structure and realization of rural residents urban and rural duality .Since the pilot from 2009,the new agricultural insurance coverage is continuously extended in China .Based on the survey of ChaLing of Hunan Province , analysis of the new agricultural insurance system in the poor areas pilot , the lack of pay cost , low grade, collective allowance , low rates of young people and even the appearance of surrender .Come up with new farming maintain more in poor areas of financial sup-port and propaganda , make payment system suited to the characteristics of the rural residents , to improve rural residents to par-ticipate in the enthusiasm of new farming maintain .
