介绍农村水能资源开发的现状及开发过程中应采取的开发制度。在水能资源开发中探索资源、生态、经济等三大补偿机制，统筹资源开发与生态建设，坚持开拓创新，理顺体制机制，确保农村水能资源开发迈上新台阶。

The current status of hydropower resources development in rural areas is introduced .Then the development system is discussed and some recommendations are given .Three compensation mechanisms should be considered -the resources , ecology and economy .In a proper development system , the resources development and the ecological con-struction should be considered unitedly .And the hydropower resources development in rural areas can be further im-proved with this new system .
