The development background and significance for county-level mountain torrent monitoring and warning decision sup-port system are introduced,and the definition of mountain torrent monitoring and warning decision support system is developed in this paper.The design principles,main design structure that is based on combination between the C/S mode and B/S mode and in which the B/S mode is primary,and the unique advantages of county-level mountain torrent monitoring and warning de-cision support system in which mountain torrent monitoring and warning decision support is realized by the B/S mode and com-puter supervisory control of gates and pumps is realized by the C/S mode are explained.The database design of the system is introduced in brief.The main functions of the system in which visual query for monitoring information is realized by forms such as tables,pictures and electronic maps of GIS,in which the warning decision support is realized by the flow navigation of early warning and responding,in which 64-bit DES encrypt arithmetic is adopted in system management are explained.The successful application in 6 counties or cities of Hainan province and integrated design of using the Faraday cup in monitoring stations is discussed.The application the county-level mountain torrent monitoring and warning decision support system in Hainan prov-ince provide a reference for development,design,and implementation of the automation systems,such as auto-monitoring sys-tem of water regime,automation system for reservoir regulation,automation system of monitoring,control and precaution for freshet disaster,and decision-support system for flood control.
