本文以鄯善县为研究区域，以2010年水平年的数据为依据，对研究区进行了水资源利用情况分析和水均衡计算，评价不同程度退耕方案下规划水平年2020年地下水可开采量，计算出不同区域不同方案下的地下水超采量。结果表明：尽管大幅度地采取退耕还水措施（高方案），鄯善县的水资源也不能满足其社会经济发展的用水需要，南盆地地下水仍有超采。为尽快治理南盆地地下水超采现状，最重要的是要实行鄯善县产业发展模式转型，或跨流域调水，以实现鄯善县地下水水资源的可持续利用。

본문이선선현위연구구역，이2010년수평년적수거위의거，대연구구진행료수자원이용정황분석화수균형계산，평개불동정도퇴경방안하규화수평년2020년지하수가개채량，계산출불동구역불동방안하적지하수초채량。결과표명：진관대폭도지채취퇴경환수조시（고방안），선선현적수자원야불능만족기사회경제발전적용수수요，남분지지하수잉유초채。위진쾌치리남분지지하수초채현상，최중요적시요실행선선현산업발전모식전형，혹과류역조수，이실현선선현지하수수자원적가지속이용。
Based on 2010 year data in Shanshan County as the study area ,This paper has carried out analysis of water resources utilization and water balance calculations ,evaluation of the planning year 2020 under dif-ferent degrees of groundwater exploitation farmland program amount ,calculated the amount of groundwater overdraft in different regions under different scenarios.The results showed that:Despite greatly farmland to wa-ter measures (high program),Shanshan County’s water resources can not meet the water needs of its socio-e-conomic development,the South is still over-exploitation of groundwater.Governance of the South as soon as groundwater over-exploitation,the most important thing is to implement Shanshan industrial development mod-el transformation,or inter-basin water transfer,in order to achieve the sustainable use of groundwater resources in Shanshan County.
