用户对电信服务质量要求的不断提高和市场竞争的日益激烈,迫使电信网络的质量管理工作由粗放式运维向精细式控制转变,网络质量管理的粒度从“网络级”求精到“网元级”甚至“板卡级”,管理的环节从“一级自主管理”拓展到“多级闭环管理”,使得网络质量管理工作的难度越来越大。为解决这些问题,介绍一个网络质量智能分析督办系统的设计及其实现。系统为每个被管对象建立健康度模型,从负荷、业务量、业务质量、告警、待办工单等多维度综合评价网元的健康度,达到阈值即触发督办动作,将任务推送给相关责任人,实现对大批量、高复杂的网络质量问题的智能化督办处理。该系统能够显著提高电信网络质量管理工作的精细化水平,并显著降低工作成本。对系统的架构、主要功能部件的实现进行了详细的介绍,对系统的应用进行了举例说明。

Because of the fast increase of market competition and continuous enhancement of people's requirement for telecommunication service, forcing network performance management changed from extensive operation to intensive control, network performance management size changed from“network level” to“element level” even“board level”, management link changed from“one level self-management” to“multilevel closed-loop management”, it's more and more diffcult to management network. For solving these problems, this paper introduces the design and implementation of an network performance intelligence analysis supervision system. The system built a health-degree model for each managed object, evaluated health-degree from multiple dimensions, such as load, business, quality, alarm, and task. This system made a supervision action when reaches some certain threshold, pushed a task to the relevant responsible person, and realized the goal of intelligent supervising mass and complex network performance problems. This system can improve the intensive control level of network performance management, and reduce the cost notably. This paper introduced the framework of the system and the realization of main function parts detailedly, and examples of system applications.
